On 28th March 2023, all Stakeholders from across the Agricultural sector will participate in an online sensitization program to discuss the achievements and progress made so far and the activities planned for the 4th Cycle. During the program, the best performing countries in the process will be recognized as well.
In 2005, the Economic Community of West African States
(ECOWAS) adopted the ECOWAS Agricultural Policy (ECOWAP) which is being
implemented as a vehicle for the achievement of the Comprehensive African
Agriculture Development Program (CAADP). In 2014, African Heads of State and
Government went further to review the implementation of the CAADP and
thereafter made the Malabo declaration on Accelerated Agricultural Growth and
Transformation for Shared Prosperity and Improved Livelihoods. In line with
West Africa’s regional priorities the implementation of the Malabo declaration is
being done through the ECOWAP/CAADP. The Malabo declaration recommitted to the
CAADP and made it to be more focused on 7 commitments including poverty and
hunger reduction, improving agriculture financing, improving mutual
accountability for results through biennial reviews and other commitments.
The
African Union Biennial Review process for the 2014 Malabo declaration by the
African Heads of state and government has had three rounds in 2017, 2019 and
2021 in fulfilment of the commitment on mutual accountability for results
achieved under the declaration. Under the commitment on Mutual Accountability,
progress in achieving the targets in the Malabo declaration is to be monitored
biennially. After the third biennial review in 2021, the West Africa region was
ranked the best performing region because of its well-controlled processes even
though many challenges are yet to be addressed. With 3 rounds of reviews successfully
completed, it has become evident that high level dissemination of the process
at its commencement would be useful in each round. Presently, the 4th round of
the BR process is about to commence in earnest and the ECOWAS Commission has
considered it important to carry out a formal launching of the process through
this webinar as a way of encouraging greater inclusiveness and collaboration in
the process.
The webinar is aimed at (i) formally informing stakeholders
of the commencement of the fourth Biennial review process and the activities
that are planned (ii) informing stakeholders (especially those that may be new
to the process) of the roles expected of them (iii) exchanging ideas with
stakeholders on ways to ensure that the goals of the 4th BR process are
achieved in West Africa. Following the webinar, the Biennial review process in
West Africa will formally commence with the report expected to be presented to
the African Heads of State and Government in the first quarter of 2024.
